Board Chair

David Feldman, MD, MBA, has been an elected member of the Board of Directors for Vituity since 2017 and currently serves as Board Chair. The Board sets the strategic direction for Vituity, provides guidance to the Officers, and serves as the voice of the Partners in governance matters. Dr. Feldman maintains a steady focus on growing Vituity as an organization that will serve the next generation of Partners.

He is also a practicing emergency physician and Medical Director at Good Samaritan Hospital in San Jose, Calif. Dr. Feldman holds a Medical Doctorate from UCLA School of Medicine and completed his emergency medicine residency at Massachusetts General Hospital, a Harvard-affiliated program.

Rodney Borger, MD has been a board member since 2012. He has also held the roles of medical director and chair of the department of emergency medicine at Arrowhead Regional Medical Center since 2002. Under Dr. Borger’s active leadership, Arrowhead Regional Medical Center’s emergency department was awarded the 2006 Management of Excellence Award, Honorable Mention from the California Association of Public Hospitals, the 2006 Certificate of Recognition from Golden Guardian, and the 2006 Practice of the Year Award from Vituity. Dr. Borger was instrumental in the establishment of Arrowhead's Osteopathic Residency in Emergency Medicine in 2004 and its Emergency Medicine Physician Assistant Fellowship in 2011.

He was personally recognized with the 2012 San Bernardino County Medical Society Outstanding Contribution to the Community Award and the 2011 Medical Board of California Humanitarian Award and was named one of the 2010 Best Physicians in the Inland Empire. In 2010, he also received a Special Recognition Award from the California Chapter of the American College of Emergency Physicians for political advocacy work. Dr. Borger was instrumental in forming the San Bernardino County Medical Reserve Corps, where he served as commander. Former governor Arnold Schwarzenegger appointed him to the California Department of Public Health Advisory Committee.

Dr. Borger earned his medical degree at Loma Linda University in 1993 and completed his residency at Loma Linda University Medical Center in 1996.

Nicki Braxley, MD, MPH, serves as the Medical Director of Mercy San Juan Medical Center in Sacramento, a large high-volume, high-acuity emergency department. She has practiced emergency medicine in five US states and two countries in Africa and has been a Partner with Vituity since 2012. Dr. Braxley holds a Medical Doctorate from Northwestern University in Chicago and a master’s degree in Public Health from Emory University in Atlanta.

Wade C. Fox, DO, FACEP, FAAEM, is an elected member of the Board of Directors and serves as a Regional Director for Vituity. Dr. Fox earned his undergraduate degree in psychology at the University of Oregon in Eugene and earned his medical degree from the University Of Health Sciences College Of Osteopathic Medicine, in Kansas City, Mo. He completed his Residency in emergency medicine at St. Vincent’s Mercy Medical Center in Toledo, Ohio, where he also worked as a Life Flight physician.

He joined Vituity as medical director for Mercy Medical Center in Roseburg, Ore., in 2008. Under his leadership as ED Chair, Mercy Medical Center won Vituity's Emergency Department of the Year Award in 2012. He is past president and a current member of the board for the Oregon chapter of the American College of Emergency Physicians (ACEP), and previously served as Chief Medical Officer for Umpqua Health, a Coordinated Care Organization (CCO).

Gurvinder Kaur, MD, MHA, is an elected member of the Vituity Board of Directors and also serves as a Regional Director for the Hospital Medicine Practice Line. She has been a Vituity Partner since 2012 and has practiced clinically in the Central CA area.

Dr. Kaur has previous experience in healthcare markets research and has a vast knowledge of actuarial models of third party payors. Along with her Masters on Health and Hospital Administration, she has also served as Quality Director, Chair of Medicine, and Chief of Staff-Elect.

Hartwell Lin, MD, is an elected member of the Board of Directors and serves as a regional director for Vituity. He currently practices emergency medicine at John Muir Medical Center in Concord, Calif., where he previously served as emergency department medical director and chief of staff. Dr. Lin holds a Medical Doctorate from Albany Medical College (N.Y.) and completed his emergency medicine residency at the University of Pittsburgh.

Payton McGowen, MD, serves as the Medical Director in Illinois and an elected member of Vituity’s board of directors. She has been a Vituity Partner since 2014. Her integrated sites across HSHS were awarded the Distinguished Practice Award in 2015 and the Culture of Caring Award in 2018 and 2019, as well as the Integrated Practice of the Year Award in 2015. Dr. McGowen holds a Medical Doctorate from the University of Missouri-Kansas City and completed her internal medicine residency at Saint Louis (MO) University.

Jaime Rivas, MD, has been a member of Vituity’s Board of Directors since 2002 and serves as a Regional Director for Vituity. He earned a bachelor’s degree in physiology from the University of California, San Diego, and his medical degree from the University of Illinois at Chicago where he graduated with an honor of excellence in emergency medicine. Since joining the Partnership in 1996, Dr. Rivas has been recognized as a leader. He was named Physician of the Year for the San Diego Region in 2000 and received Vituity’s Distinguished Service Award in 2017, the same year that his practice at Palomar Health received Vituity’s Distinguished Site Award for Most Integrated Site. Dr. Rivas previously served as Vituity Board Chair from 2011 to 2016, and again from 2019 to 2021.

Steve Zahn, MD is an elected member of the Board of Directors and a Regional Director for Vituity. He has been a Vituity partner since 2010. He serves as Regional Director for several sites in Indiana: Ascension Saint Vincent, Hancock Regional, Henry Community and Rush Memorial. In addition, he serves as RD for Sparrow Health in Lansing Michigan. Dr. Zahn attended Creighton University School of Medicine in Omaha, Nebraska and completed residency at Northwestern Memorial in Chicago, Illinois.
